ClassCThe One Punch Man power ranking

The Hero Association keeps an actual numbered register — S, A, B and C class, with a position inside each, revised as results come in and argued over by the people in it. It admitted Saitama at C-class 388, the floor of the class, under every S, A and B hero and 387 other C-class ones. The register is not lying. It is measuring paperwork, public recognition, and results the Association happened to have somebody watching.

The short answer

A published number can be dishonoured quietly — the fiction drifting away from it while the figure stays where it was put. This one is the fiction disputing its own number out loud, for hundreds of chapters, first as a joke and then as a plot. What the register tracks — who turned up, who was seen, who filed the report — turns out to be a decent description of what an organisation can actually know about the people working for it. It is why King holds a seat in S-class on somebody else's kills and finishes bottom of this ladder, and why God is unranked: the single engagement anybody can point to happened between chapters, and a fight no reader was shown is not a fight a ladder like this can place.

A result, and no panel of the fight

One engagement sits on the record here and the fight itself was never drawn. An S-class hero refused the offer, fought the thing that made it, and is next seen bleeding heavily with a scar he had not carried before — that aftermath is the only part of it on the page, and everything that produced it reaches us as summary. The Association is not ignorant of it either: an emergency briefing was called, and the heroes in the room were told to say nothing. So the reason for leaving this off the scale is not that it has gone untested. It is that the test is not on the page.

The register's own numbers are not what orders them: one has retired out of the list altogether and sits here on the fights he had before he went, and another owes his class to a career the Association had already heard about rather than to anything he did in the exam hall.

When he does turn up it is to trade blows with Cosmic Fear Mode Garou over a field of unconscious S-class heroes, be told he is not worth the attention, and then move both fighters off the planet a moment before their fists meet.

Blown apart underground and still conscious afterwards, he dragged himself back together out of other monsters' blood, tried to swallow the woman who had made him, and came out of that merger holding a share of "God's" power. One afternoon, and in no order the register would recognise: Stinger and Lightning Max out of A-class, then the S-class Puri-Puri Prisoner, then Sonic, who is on no register at all, then the four heroes at the shelter door, then Genos out of S-class again, and last of all the C-class Mumen Rider, beaten down twice and still the last man there to stand up. The story stops to draw every one of them losing. That sequence, rather than the single punch that ended it, is the clearest measure on this ladder of what the middle of the Association is actually worth.

A hero at the top of a class may either stay put or restart at the bottom of the class above, which turns a rank into a decision for anybody who reaches the top of one. Two here are sitting at the top of a class rather than the bottom of the next, and each has said out loud why. The third picked nothing and was carried upward on other people's results.
