The schema prices it out: §2.2 forbids a top-two-tier placement resting on scaled citations alone, and the build enforces it, so labelling an inference honestly creates work for whoever is writing and labelling itstated does not. A rule the build has never once had cause to fire is worth saying out loud, in either direction it turns out to mean.
