Every villain here was written against a different ceiling, so the only comparison worth making is what each one actually did to their own world. Damage on the screen, not the title in the lore dump. A villain who finished outranks a villain the datalog calls a god.
The short answer
Rankings like this usually reward scale. This one rewards a finished job, which is why Kefka Palazzo is first and a creator deity is fourth. Kefka destroyed the world at the halfway mark and spent the rest of the game sitting on the wreckage as a god. Nobody else here has an after.

Exdeath does not destroy things, he removes them: castles and the people standing in them go into the Void mid-sentence. Two honest asterisks on the placement — the game gives most of it back once he is dead, and the one named character he is credited with killing actually outlasted him. Galuf beat him standing up and died of the wounds afterwards; Exdeath left. What keeps him here anyway is Neo Exdeath, which is the Void wearing him, and which wants to erase all existence including itself.

Meteor is a planet-killer and he called it down; it took Holy and the whole Lifestream to answer it. The summon is not the frightening part. Killing him is barely an inconvenience — he goes on existing inside the Lifestream, steering a protagonist's memory from in there, and he is still turning up two decades of sequels later. The Planet does survive, and that is what holds him here rather than higher.

Killed early, which turns out to be the least of his problems. His soul splits on death: the dark half falls to Hell, conquers it and comes back wearing it as a crown, while the light half takes Heaven. Beating him requires stepping outside the loop, because inside it he has already won.
