It sits above the Five Elders, who are the highest authority anyone else on this page has ever had to answer to, and it has no bounty because the bounty office reports to it. What is shown rather than implied is one act: the Lulusia Kingdom is removed from the sea in a matter of seconds and the World Government then removes it from the record as well. That is an enormous demonstration of reach and almost none of a fight, which is exactly why it is not ranked. Nothing here has seen it lose, and nothing here has seen it try.

Gol D. RogerThe Pirate King — roger era

He finished the map, which nobody before or since has done, and then let himself be executed on a scaffold in front of the government that wanted him gone. Here alone the bounty and the ranking reach the same answer — ฿5,564,800,000, still the largest figure ever issued. His crew reached the final island; every crew since has been trying to repeat a journey he completed and then declined to explain.

The only man the record puts against Roger and does not resolve. He was called the strongest man alive while he was alive, and the manner of his death is the part that is shown rather than asserted: he finishes the battle of Marineford upright, and the count of his wounds is given afterwards with none of them in his back. Dying on his feet against a navy and two admirals is a stranger feat than winning would have been.

His entry in the record is a list of failures by other people. He has been captured, imprisoned and put to death by parties with every reason to make it stick, and none of it took — which is a claim about durability that no other figure here can match with the same volume of evidence. He is also the highest-ranked entity on this page to have been beaten on camera, at Wano, which is why he sits third rather than first.

Fourth on a page where he has been in almost no fights, because the two he has been in were both settled in a single movement. He arrives at Marineford and the war stops — not because he wins it, but because nobody present wants to begin a second one. Later, at Elbaf, a pirate carrying a three-billion bounty attacks him and is removed from the chapter in one attack, along with most of that pirate's crew. Two fights, two movements, and almost nothing else on the record to weigh.

What earns the placement is not the kingdom but her behaviour under damage: she is dropped, buried, electrocuted and set on fire across a single arc and keeps getting up, and finishing her required two captains working together and a hole in the ground.

Sixth because the record shows him acquiring rather than defeating, and because the acquisitions are the strongest thing about him.

The argument of this whole page, standing in one place. He cornered Roger repeatedly across a career, broke the Rocks Pirates at God Valley alongside him, and in old age went through a serving admiral badly enough that the admiral needed help. The World Government has never put a figure on him, because a bounty is a document an authority issues about people it wants removed and he spent his life being that authority. The only price he carries was set by the Cross Guild — a pirate outfit — at three crowns, the rate it uses for a sitting admiral. Same man, same week, invisible to one register and expensive in the other.

Titled the strongest swordsman in the world, and the title is doing an unusual amount of the work. What the record actually shows is a bored man cutting a very large iceberg, dismantling Zoro without effort in an early chapter, and being priced at ฿3,590,000,000 once the government decided he was somebody's subordinate. The gap between how firmly he is described and how little he is depicted fighting seriously is why he opens this tier rather than closing the one above.

That is the longest single engagement on this page by an enormous margin, and it is the reason he outranks the man he beat rather than merely preceding him in the hierarchy. At Marineford he also put a hole through two people the story had spent years building, which the narrative has never softened.

A win that needed that many attempts is a real win and a poor measurement.

Ten days against Sakazuki is the citation, and losing it is not the disqualifier it looks like — nobody else has lasted a tenth as long against the man who now runs the navy. He froze a section of open ocean solid to walk across it, which is the largest single act of terrain control shown by any admiral. He is eleventh because his two most recent appearances are both defeats.

Two generations of this problem have been administered by the same man — the navy under his command spans the Roger era and Marineford, and he is the only figure here who saw both out. The transformation is shown and it is enormous — but it is shown once, briefly, in a war he was directing rather than fighting, and a commander who mostly commands leaves a thinner record than a captain who mostly fights.

The eighth-largest bounty in recorded history, ฿3,189,000,000, larger than the one carried by the man who beat Kaido. He earned it by having Mihawk and Crocodile working near him and by his own crew arranging a poster with his face at the top, which the government read as a chain of command. He cannot fight either of them. He sailed with Roger as a cabin boy and has spent the series being carried by weather, accident and other people's reputations. Nothing on this site demonstrates the difference between a published number and a measurement more completely.

Her power turns people to stone if they want her, which is close to unbeatable and almost never treated as such, because the story keeps putting her against opponents who are not looking. The Marineford demonstration is the one that gets left off her record: she petrifies the alloy the Pacifistas are armoured in and then breaks them, which means the ability is not restricted to the desire it is usually explained through. An effect that works on metal is a different proposition from an effect that works on men.

Across Marineford he tangles with two separate admirals and walks away from both exchanges, which is the most underrated line in that record — though it happens in sequence rather than simultaneously, and the same battle also has Garp putting him on the ground. His flames restore rather than burn, so he is difficult to remove from a battlefield and poor at ending one, a combination that makes him useful and hard to place on a ladder that rewards finishing things.
