The lower-ranked entity beat the higher-ranked one. The record and the ladder disagree.

Watchdog Man vs Garou

BeatenGarouOne Punch Man · rank 2

An upset on paper, and one the order keeps without moving for it. The loser here is the unenhanced hunter of the early chapters, who could read any human style and had never been taught what to do against something that does not move like a person; second place belongs to a different fighter, several transformations later. What the result does establish is that Q-City's guardian is not ranked on reputation. He sent away, without exerting himself, a man who would later threaten the planet.

Guardian of Q-City

WebcomicMangacomic

Went through thirty Monster Association monsters at once in the street and came out of it unmarked, with Garou arriving to find him sitting on the pile. When the two of them fought later, Garou could not account for the speed. Holds one city and does nothing else. He sat at C-class rank 301 and is S-class now — moved up when the S-class was formed, a reclassification on the day the top of the ladder came into existence rather than a climb through it.

Put down the S-class hero Tanktop Master, and had Metal Bat bleeding and broken and about to be finished when the hero's sister walked in and stopped it — both while still an unenhanced human, having been thrown out of his master's dojo months earlier for hospitalising the rest of the students. After contact with "God" he copied Saitama's striking power outright, and the pair of them had to be moved off the planet before their fists met, with the released energy pushed away from Earth by four people afterwards.

Garou on the One Punch Man ladder

What this does not settle

One fight in one work. It is the only result the record gives between these two, and it is evidence about that meeting and nothing wider — not a general matchup, not a rematch, and not a ranking of its own.

The ladder above it is argued from everything either of them has been shown doing; this page is argued from one citation.

Where the two disagree, the disagreement is the point, and it stays visible rather than being resolved by whichever of them happens to be on this page.
