The Fourth Hokage — classic
His technique is positional rather than destructive: he marks a place and is then already at it, which converts every exchange into one he chose. Against the masked man on the night of the attack he wins a fight nobody else in the village could have started, and he ends it by sealing half a tailed beast into himself and dying of it.

For a stretch of the war he holds the same power Madara later takes, and his own technique is arguably the more difficult problem: he can decline to be in the path of an attack, which makes the ordinary business of hitting him a puzzle rather than a matter of force. Seventh because the period during which he was the strongest thing on the field is measured in chapters rather than arcs.

What this does not settle
One fight in one work. It is the only result the record gives between these two, and it is evidence about that meeting and nothing wider — not a general matchup, not a rematch, and not a ranking of its own.
The ladder above it is argued from everything either of them has been shown doing; this page is argued from one citation.
Where the two disagree, the disagreement is the point, and it stays visible rather than being resolved by whichever of them happens to be on this page.
