He also spent the entire series formally ranked genin — the lowest grade the system issues — and then became Hokage, the top of the same ladder, without passing the examination in between.

He handles the two strongest shinobi alive at once and is not seriously troubled by it, which nothing else in the franchise manages. What finally works against him is not better fighting but a form that runs on its user's remaining life: inside Baryon Mode, Naruto does outpace and outhit him — and then the mode expires on schedule, having shortened Isshiki's lifespan enough for somebody else to land the last blow. First place here belongs to the opponent nobody beat with a technique they could use twice.
