The order survives, and the annotation does most of the work: he was not alone, and what he used was not his. Fourth place is argued from the stewardship that followed rather than from the killing that made it available, and his entry is candid that the power was borrowed and later repossessed. Force wielded in company, on loan, is evidence about the force. That is also why he sits below a man who had to borrow nothing to be dangerous to the same parties.

He did not generate the power and it gets taken back off him. He is still the only person here who has been personally in charge of everything that exists.

Nobody else here completed a plan that size. The contested tag is for the obvious objection: they barely qualify as characters, they have no dialogue, and their motive is never explained.
